Can I register for Intermediate certification in (GMT+01:00) Amsterdam/Europe or (GMT-05:00) Eastern/US. Why am I asking this because I am from INDIA. Reply me soon

Yes you can. The exam is proctored and thus scheduled on a specific moment.

Though it's online, so if you choose to join a session in another time zone, that's up to you and allowed
