Not possible to correctly set up the Rule: step 5. (Right-click on the red line and set the Condition value to true.) does not seem possible. The problem might be caused by the error in the expression because the quotes '' are automatically modified into ‘’ and it is not clear to me how to avoid this behaviour. (Working on the mac version 10.16 beta).

The cause is that the rule or expression in the decision does not evaluate to a value like true/false. THis might be caused by the version yoou are using and if so please file a bug report for this with Mendix support.
