Make support tickets searchable that are referenced by release notes or that are set to public by the user sending the request.

Each new version comes with release notes, and they always refer to bug fixes that were the result from tickets.
It would be nice if we could click those tickets and read the original text / problem.

I would also like this to be available for tickets marked by the user that send the tickets if they wish that they are publicly available.
