Viewing commit history in UTC/GMT time is confusing due to no display of the timezone being presented.
- Proposal is:
1. Display timezone (z)
2. Even better...format in browsers locale String (also with the time zone)
e.g. same format as the Javascript Date.toLocaleString() or Intl.format (just use the browsers locale information)
