Recently we have migrated from okta to Azure ,but  the url which i have migrated is able to access only by some users  and the remaining users They are getting troubleshooting errors

Set your loglevels to trace ffor the SAML module. Otherwise you only get the generic errors and not the more specific errors. And I always use SAML tracer a firefox plugin to test the SAML setup. It gives you detailed information why it goes wrong.
