Check your entity access rules if the user with their role allowed also check from project security if the role has access to the system module as user.

For uploading  document instead of file manager you can use file dropper   widget which is available on marketplace ,with the help of that you will upload document easily.

Can you browse and upload an image to the parent tool entity?

Do you have Production security enabled and if so are the permissions enabled for ToolDoc?

to upload and browse file, you can use file dropper or file uploader ; this way you can easily achieve the target . moreover, try using microflow activity to download and browse file, its more efficient way to do the same. for more try this link given below.
