user role selection for published site only working on incognito mode

i have an app that admins can create other users when i run the app locally AND when the published app is open in incognito mode, i can select a user role. but if it is open in a normal browser i get the following error: this is happening with more that one login and across all user roles that are allowed to create other users. any ideas on the issue?
