Is there some reason this occurs? This happens on a production server. I already asked user to clean up their cache, but normally this shouldn't be happening on a deployment server. I've had this on my local development machine and I don't know how I solved this earlier.

This is most likely caused by security. Make sure you are logged in and have a user role.
