Best deployment approach on Windows cluster environment?

Hi, All I have questions about the recommended Mendix deployment on the Windows cluster, considering load-balance and failover. Currently, we’re facing some symptoms that could be session lost when simulating cluster failure. - According to the documentation from (https://docs.mendix.com/developerportal/deploy/deploy-mendix-on-microsoft-windows/), MS APR (Application Request Routing) is supposed to be installed, can it be replaced by a standalone Hardware L4 switch? if so, what are the configuration factors regarding health check and load determination etc.? - Is the Mendix runtime on the Mendix Windows service console STATELESS like the Mendix runtime on Kubernetes clusters?
