Can the mobile app in Build a Native Mobile Inspection App be tested over a public network?

The WiFi network accessible to me is pubic in a hotel, which seem like a common setup for training while on travel. My mobile will read the QR code and open the Responsive profile when it tethers my laptop but I couldn't get much further. Another possibly related question, must the make it native app reside on the desktop or on the mobile? Thanks! Joel Malard
