Navigation Reordering is very difficult in Studio Pro 10x under Parallels

I am using Parallels to run studio pro 10.3 on a mac. When I use drag and drop to reorder navigation issues it is very difficult to accomplish what I want. When I select an item and drag it, often a different item is moved. Sometimes it does nothing. I have to try OVER AND OVER. This is very frustrating. Why not just give the usual move up and move down buttons?
