PWA app (Responsive web offline) is not working when internet not connected

I have created a Progressive Web App and add profile for Responsive Web Offline After publishing the app when I open the app it opens the Home page configured in the Responsive Web profile. When I disconnect the internet connection and open the app again, I expect the home page configured in Responsive Web offline to open. But instead I am getting the message You are offline! Check you connection and try again. Can anyone help me in resolving this issue?
