Create an app from Spreadsheet in Windows

I am trying to Find the Create and App from Spreadsheet that is listed here on this Doc but it is now where to be found at least as I search everywhere on the search bar. Instead of this easy to use drag and drop interface it 100% of the time brings me to this prompt screen - Even after creating this app I am not seeing the option to Create from Excel Spreadsheet? Any thoughts? any Directions would be greatly appreciated.

If you create an app from within Studio Pro, you will get the option to start from a spreadsheet:
