Using app services to push data from a local instance to cloud

Hi Guys i am attempting to integrate a local instance of my app running locally on my business modeler with an instance of the same app running on the cloud, i believe that this may be possible with app services. i have never used app services before so i am unclear on the abilities of it. i have a few questions regarding the process. is this even possible? can an app service push data to the cloud and pull data from the cloud in the same service call? how do you consume an app service, there are 3 options, you can consume from the app store, from a file or from a URL, i would think that i need to add a URL to the cloud app? if anyone could shed some light on these questions, i would greatly appreciate it. thank you
