FileManager download initially works then can no longer download

I'm using FileManager to upload a file to a document. The document is then submitted, approved and subsequently marked Complete. At each stage I am able to download the file. However, after "x" amount of time passes, using the same login that had previously successfully downloaded the file, I am no longer able to download the file. The browser looks like it may be refreshing the page, but no file downloads. Any thoughts what would cause this? Thank you, Tracy
