From the types of jar files that I see in here it seems to be that you upgraded this from an older Mx4 project? Or copied files from another project, I would assume 2 possible causes:
1. an older .jar file is loading a conflicting version of the required class and that is why your action is failing.
2. the action that you are executing is a more complex Java action, and the lib that triggers that action might not be OSGi compatible.
Can you add the rest of the stacktrace? That should give some more context on which of the two options it is, and we should be able to suggest the easiest way to resolve this.
While you are reviewing this problem, I would also recommend starting by removing some duplicate jar files. I highlighted what you can safely remove in yellow: http://www.dumpt.com/img/viewer.php?file=80l1otybh00hyqx5ek3u.png
I think you should also be able to remove the three com.mendix.* files, but check that to be sure (clean the deployment directory and restart, if you don't get compile errors they are no longer necessary).
I have seen cases that the jar reading properties which are disallowed by the security policy but the error message is drowned. Switch on 'emulate cloud security' local. Start the application and look for error messages.
Maybe the jar uses more jars. Look for dependencies.
