Constrain on parameters for report pane not working

Hey, I have been trying to put a constrain on a dropdown parameter for report pane. I used a constrain that works for a data grid, but i doesn't seem to constrain the dropdown parameter. I saw that there are two other posts in the forum about the same problem both related back 2 months.
