Is there a way of excluding values from a report drop down to only include values that you want.

Nope, a workaround would be to create a selectable value object that stores the available values for the current user at a specific time. However this will not work well when using enumerations as these can only be compared to themselves.

You should be able to add constraints to your Data Sets Parameters. This should limit the values for which can be selected.
