Is it possible to restrain the available set fot the Checkbox Set Selector with the same sort of restraints as the Reference set selector has with the "Constrained By" parameter.

No, there is no API dedicated to that, so currently we cannot solve this. You can always file a feature request to get the issue solved in the future.
