Is it possible to manage the start date/time in UTC or Server time and the interval of a scheduled event on the server? Or do you need to change it in your application and restart your application.

You can not change the interval but you run a microflow every 10 minutes and decide in that microflow to execute another one (or more). This can be based on the current time and the set interval (and enabled/disabled) in an entity.
