Is it possible to create a tab using a microflow in Mendix 3.2.1? or any later version of Mendix

No, but you could show or hide them conditionally based on a Boolean that you set in a Microflow.

No this is currently not possible.

However it is possible to show a tab based on conditional formatting. This means that if you have a predfined set of tabs you are able to display that tab based on a condition, e.g. a virtual attribute.
