Is there a way to use bulleted lists, numbered lists, bold, italic, etc in textareas in mobile forms?

Not for normal textareas. Not a mobile thing just overall textareas are only used for plain text. I would look for a widget like Stephan mentioned or just the listview perhaps.

rich text editor allowes markup.. don't know if this is available for mobile forms.

wysihtml5 Just put some widget glue around it...
