Are document templates webpages?

I've noticed that the styling of the document template is done via CSS... Why? Are document templates webpages (that are then exported to PDF, DOCX, etc.)?

Yes, you can create a document template to generate documents which are using data from your model . Mendix uses xsl-fo to generate the documents and you can style these documents with css.
