We are in development of portal. We have a requirement to apply a personalized capability of look & feel (Portal look & feel) of application, each application should have distinct look & feel. Is there any mechanism in Mendix to apply portal look & feel?

You can use a theme package to fully customize the styling of the portal you are building with Mendix. See this question and its answers for more explanation and a link to a manual.
