You create users at runtime using the admin forms in your application (default ones are generated in the Administration module and linked to your navigation under Administration -> Users). There you can assign user roles to these users as well.

Or for testing you could create user entities in a microflow.

I understand. However when i deploy locally, there is only a 'Navigator' on the menu. I can't find an option 'Administration'. Thanks for taking the time...
