Does anyone know what this node implies: <testvalueid xsi:nil="true"/>?

This means that the xml property is empty for "testvalueid". In other words; "testvalueid" has no content.

The xsi:nil XML attribute indicates whether the value of an XML tag is nil (or null, or empty).

So in your case, the testvalueid tag is empty, instead of having a value.
