Try to make some users inactive, because only active users are counted against your license. Then you call the support desk to get a bigger license (you need offcourse have to pay for those extra licenses). Otherwise your only option is inactivate a number of users.

Note that there used to be a problem that when there are more users then your license allow nobody could log in anymore. This is in my opinion a bug.
