Do inactive users decrease the number of available users in my Mendix license?

I have a license 50-500 because the number of users that will need to have access to the application will never be above 300. However I need also to save data of users that have had access to the application in the past but that are marked as "inactive". It might be that after a year of inactiveness I will need to turn a user again to "active", so that he will find back all his data. Does the amount of "inactive users" influence the number of available users in my 50-500 license?

I believe the inactive users don't influence your user limit. For example, if you have more than 500 active users you can not login when any user anymore untill you deactivate them till you have less than 500 active users.
