Executing get_logged_in_user_names and trying to start MxRuntime hangs

I'm configuring a new app on a linux server. In m2ee when I type start it seems to hang. If I cancel and show status it shows me Executing get_logged_in_user_names did not succeed: result: -5, message: Admin action 'get_logged_in_user_names' does not exist. Logfile shows: 2015-11-16 12:36:03.042 ERROR - ConnectionBus: Opening JDBC connection to srvName:port failed with SQLState: 08001 Error code: 0 Message: The connection attempt failed. Retrying...(1/4) Any ideas what the issue might be?
