Does the acceptance environment not have a limit by a number of licenses (Internal or External User) that we purchase?

I have 10 licenses of Mendix public cloud for internal users, the application is still in the acceptance test. However, we got a peak of named users until 23, meaning the acceptance test is not limited by a number of licenses that we have?
