jdbc error 08001 on on-premise installation

Running Mendix on a on-premise installation. Getting  Opening JDBC connection to Some(localhost) failed with SQLState: 08001 Error code: 0 Message: Connection attempt timed out. Retrying...(1/4). Any help would be highly appreciated.

It has as cause:

“Microsoft SQL Express uses dynamic ports.  Confirm that the client workstation can telnet this port by using the port number in the ODBC connection.

The port used by SQL Express may be closed on the Firewall.”
