Data Loss while do publishing the application and restore backup option is not available

Data Loss:- Using the free tier application in mendix platform. When trying to publish the application facing issue with data loss . For the second time publish , It is working fine . I had this same experience in twice . Restore backup: I can find the option to download the backup however when I’m trying restore the backup . It is not allowing me to do it.(using free tier) Could you guide me on this topics?
