This is because the data is stored in a local database and the database is not uploaded when publishing. There is probably a way around this by creating and exporting a copy of the database and then importing it in the published environment, but I am not sure if this will work. Either way this is not a standard part of publishing.

And exporting an application has nothing to do with publishing it - they are two different processes
