install linux packages on mendix/rootfs:ubi8 Docker image

https://github.com/mendix/docker-mendix-buildpack/blob/master/Dockerfile.rootfs.ubi8 is based on registry.access.redhat.com/ubi8/ubi-minimal:latest where the Redhat repositories are not listed in /etc/yum.repos.d/ How to install, for instance, the LibRaw package which is normally in the "appstream" repo, not in any ubi-8-* repos? Or are there extra ubi-8-* repost that I need to install/enable?
