Hi, I would like to build a service that continuously monitor a folder and detect changes. Once it detects a new file the content need to be imported to a Mendix entity(CSV). What could be the simplest approach to be followed to achieve the same.

Use a SFTP module to pick the files up from a SFTP server with a scheduled event. Then after retrieve you could process the file. Working with local files is only possible when you have Mendix on premise.
