Modeled website created from mendix is going to host on our own AWS environment with database and load balancer . Do we need to make this as licensed app ?

Do we need to make this a lIcensed app? Do we need to pay for a user license? User license utilization  where it will come to picture ?

Yes, you need a license.

If you do not apply one, the app behave in unlicensed mode. It will shut down after running for 2 hours and also have a concurrent user session limitation.
