What version of the Excel Importer module are you using?
I ran into some problems in the latest version (v.10.1.2 June 22, 2022) using the reader.readers.ExcelReader.getHeaders java code. That code is used when trying to create a new template based on an existing Excel file.
Reported issue to Mx support but received no confirmation yet.
You might change the Java code in \javasource\excelimporter\reader\readers\ExcelReader.java (line 107..115) to:

It doesn't matter, we can map manually as mentioned in the below Screenshot.
And somehow the uploaded Store.xlsx file would be in the Import file tab container. Once the template is created manually we can select the template with uploaded Excel file and Import.
The data’s will get imported.

Can you try re-downloading Stores.xlsx from the resources at the top of this page please.

I wonder if that file hasn't downloaded correctly as when I follow the steps it seems to work for me.
Another thing to check if the user has the ExcelImporter.Configurator set. I suspect it is as you need it to see the import page, but worth double checking.
