Are there any situations where one module is a better option than the other? The “REST DeepLink module” seems potentially superior since there is no limit to the relative URL and can accept up to three parameters. It also seems easier to create the deep links, but the “Deep link module” is the one that appears to be typically used and is what the Mendix Documentation refers to.

One of my major considerations would be that the REST deeplink module is community supported, while the deeplink module is platform supported. That might be a reason to prefer one over the other in a project.
