Not a collapsible drop-down container or pop-up page under which you can work

Hi Community! I have a question, I would like to create a 'legend' that will display all the information needed on the description page. I have currently done this in a 'drop-down container', however, I would like the container to not 'collapse' when click elsewhere, so that at that time I can do other things on the site and still see the information contained in the legend. Is it possible to do something like this with, for example, a popup page? Alternatively, is there any other solution for this? Best regards, Adam
