I seem to NOT have the ability to update my non-public UI Resources package. I get a Create a New Draft Version option for my Public package, but not for my private package. Is there something I need to do?

Maybe you private item is managed by a user group and you are not part of that user group? Only members in the user group can manage the item. User groups are added since the 8.3 release...
