Push notifications in web apps(offline capabilities)

Hi Team, I have a requirement to send push notifications and also wants to have offline capabilities. The app users wants to use it on mobile but here we are not looking for Native apps. Can you suggest the approach to build such application? I am considering to go with the approach of having a web app with offline mobile profile.Is this correct? and Can you suggest how to implement push notifications feature in this case? Does the Mendix provided Push notifications module support only Native apps?
