I have this configuration in my Phone web offline profile and when i publish the app and then try to open it in offline on my phone, only a page saying that i need connection appears.

You need to be online the first time to cache the page or add the app to your home screen. Also, make sure there are no data sources on your landing page that point to a microflow or any other resource on the server. Goodluck!
