The service console will require local admin rights to perform the operations.
In fact of shared responsibilities this will not met the security requirements of a customer. Usually the OS and Server Responsibility is not provided by the same provider as the application responsibility. Due to this fact it is not possible to provide local admin rights to a provider witch supports only the application.
