Multiple User permission hierarchy , how to solve this?

I am developing an application which has multiple levels user permission hierarchy. Manger can access all projects If user assigned to particular country (multiple countries also possible), he will see all his country projects if user assigned to a country and state, he should be seeing all project within that state, etc., How can we simply this implementation?

i think you might want to assign user role to each level and give that role to each user as its need it

Assign Projects at Area,
Based on the Access he has , transverse to the lowest level to get the projects
