How to Administrator create a new role from acount_overview(UI) page and assign pages and microflow permission to it.

I want that my administrator can create roles form UI i do not want to go on code and create a role and assign visibility and microflow access to that role . I want my administrator could do it from UI site without any technical knowledge. i want this page on UI for manupulation accessibility and visibility.
