Make a rule tell us why it returns false

Instead of the rule returning a boolean, make it return a ‘RuleResponse’ having two attributes

• ResultBoolean, being true or false
• ResultMessage, to use for information, mainly for more explanation, when false is returned;

In this while keeping the rule usable in a decision.
