Allow dynamic content on tooltips (e.g. on buttons/links)

Hi all,

Currently the tooltip is a static string on things like buttons/links, would be a nice addition if this can be dynamic just like the caption. 

If you have e.g. a link that takes the caption and url from attributes the link caption is set, the target is set, but when you hover over the link you can't create a description in the tooltip with the URL.
