Creating object of type DeepLink.PendingLink failed for security reasons

I see i can access the deeplink using admin account. but as normal user the page is blank and i see this error in logs. i see the user is part of user role on deeplink and also admin role on deeplink all the microflow and entities this user has access, but still i get this error. “allow guest” is not checked, do i need to check it for the link ? any suggestions on where it might be wrong.
