As far as I'm aware this isn't the case.
Administration right is still required
For anyone interested: You can package an installed version (ZIP) and copy it onto another machine and it still works. (Yeah, that’s the workaround for now.) You will need a Java runtime which can be installed without administrative rights (ZIP again ;) ). I downloaded from https://www.openlogic.com/openjdk-downloads.
Maybe that helps other folks too.
Of course, I’m pretty sure that’s an totally unsupported setup. But *I* never cared about such things. ;)
