CSS custom format not appearing after app upgrade from 9.1 to 9.22

Hi All, I have been upgrading the app from 9.1.1 to 9.22.0. I have finished upgrading most of the modules including Atlas core 3.9.2 and Atlas Resources UI to 2.7.3. But unfortunately app is not mapping to the right custom format as before it was appearing as expected in the version 9.1.1. I have copied the custom format files to styles/web/sass/app/ But no luck , as the app not picking and displaying right custom formats. For example on the login page, i have a custom jpeg, for the div class: loginpage-image. I have placed the right image in the resources folder. I have also included the custom formatting files in the file : theme/web/custom-variables.scss Let us know if any important steps to be taken care. Thanks
